1. By way of this petition, the petitioner has sought the following relief(s):-
“10.1 That, the Hon’ble Court may kindly be pleased to direct the respondent authorities to decide the grievance/representation of the petitioner and extend the benefit of promotion/Kramonnati with all other
2 monetary benefits, short spun of time as this Hon’ble Court deems fit. 10.2 That, any other relief, which Hon’ble Court deems fit and proper, may also be granted to the petitioner in the interest of justice.”

Learned counsel for the petitioner submitted that initially, the petitioner was appointed to the post of Assistant Teacher in the year 2005 at Government Girls Middle School, Charcha Colliery, District Korea. He would further submit that the services of the petitioner were transferred to Government Sadar Primary School, Janjgir Champa in the year 2015. He would also submit that after completion of 7 years of services, a proceeding was initiated for grant of promotion/upgraded pay scale as per the letter dated
02.11.2017. It is contended that the petitioner made a detailed representation before the respondent authorities on 01.01.2018 to extend the benefit of promotion or upgrade pay scale, but till date, no decision has been taken. He would submit that a direction may be issued to respondents No. 3 & 4 to take an appropriate decision on the representation of the petitioner with regard to promotion or payment of upgraded pay scale. 3.
On the other hand, Mr. Luv Sharma, Panel Lawyer appearing for the State would oppose. He would submit that the matter is pending consideration before the respondent authorities and an appropriate decision would be taken. 4. I have heard learned counsel for the parties and perused the documents placed on record. 5. Admittedly, the petitioner was appointed to the post of Assistant Teacher in the year 2005 and his services were transferred in the year 2015. Despite the completion of 12 years of services when no heed was paid for the grant of promotion or upgraded pay scale, the petitioner made a representation on 01.01.2018 before respondent No. 4, but till date, no decision has been
3 taken. 6. Taking into consideration the limited grievance raised by the petitioner, the petitioner is permitted to make a fresh representation before respondents No. 3 & 4 raising all his grievances, and in turn, the concerned authorities are directed to consider the representation so made by the petitioner in an objective manner, preferably within a period of 120 days from the date of receipt of representation(s). 7. With the aforesaid observation(s), the instant petition is hereby disposed of. Sd/-
