Heard Mr. Th. Khagemba, learned counsel appearing for the petitioner and Mr. Shyam Sharma, learned GA appearing for the respondents.
The present writ petition pertains to seeking an appointment under the Die-in-Harness Scheme. At the outset, the learned counsel for the petitioner submitted that for redressing the grievances raised by the petitioner in this writ petition, he has already approach the Chief Secretary, Government of Manipur (respondent No. 1 herein), by filing a written representation dated 14-07-2025 and that the same is pending for consideration and disposal by the authority. It has been submitted by the learned counsel for the petitioner that the petitioner will be satisfied for the time being if the present writ petition is disposed of by directing the Chief Secretary, Government of Manipur, to consider the said representation on its own merit and strictly in terms of the applicable guidelines and to dispose of the same by issuing a speaking order within a stipulated period. for the petitioner that the authority be directed to take into consideration the recommendation made by the Director General of Police, Manipur, in its letter dated 07-04-2025 (Annexure – A/5) at the time of
consideration of the said representation submitted by the petitioner.
Mr. Shyam Sharma, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representation submitted by the petitioner, he has no objection in disposing of the representation as prayed for by the learned counsel appearing for the petitioner.
Taking into consideration the submissions advanced by the
learned counsel appearing for the parties and on perusal of the record, this court is of the considered view that it will be in the interests of justice to dispose of the present writ petition with the following directions:- (i) The Chief Secretary, Government of Manipur, is hereby
directed to consider the representation dated 14-07-2025 submitted by the petitioner on its own merit and strictly in terms of the applicable guidelines for appointment under the Die-in-Harness Scheme and to dispose of the same by issuing an appropriate order; (ii) At the time of consideration of the said representation, the concerned authority should take into consideration the recommendation made by the DGP, Manipur, in its letter dated 07-04-2025; and -2-

(iii) It is made clear that the whole process should be completed within a period of three months from the date of receipt of a certified copy of this order.
With the aforesaid directions, the present writ petition is
disposed of.
