Verma, learned counsel, who appears on behalf of respondent No.3 and Shri Ashish Kumar Singh, learned counsel, who has prayed for permission to intervene in the matter as he is the brother of the proprietor, Jikrullah Khan. 2. This petition has been filed with the following prayers :- "I. Issue writ, order or direction in the nature of mandamus commanding and directing the opposite parties mainly opposite party no.2 to consider and take decision for renewal of licence No.Z Pan No.476817007739, for the year 2025-2026 situated at Village Gumari, Tehsil Utraula, District Balrampur and permit the petitioner to deposit the required fee as prescribed for operating the Brick klin in the interest of justice. II. Issue any other writ order or direction in the nature of mandamus commanding and directing the directed the opposite parties to take early decision on the application for renewal of license as requested by the petitioner through application dated 10-10-2025 contained as Annexure No.1 to this writ petition in the interest of justice." 3. It appears that the petitioner's application for renewal of licence made on 10.10.2025 has remained pending. No decision has been taken on such application by respondent No.2, who is being wrongly described as Versus Counsel for Petitioner(s) : Rayees Ahmad Khan, Ashish Kumar Singh, Sateesh Kumar Counsel for Respondent(s) : C.S.C., Ashish Kumar Singh, Ashok Kumar Verma, Satish Chandra Kashish M/S J.K.Ent Udyog Located At Village Gumari Thru. Prop. Jikrullah Khan .....Petitioner(s) State Of U.P. Thru. Prin. Secy. Deptt. Of Environment Lko. And 2 Others .....Respondent(s) "Additional Chief Executive Officer, Zila Panchayat, Balrampur" but is actually "Apar Mukhya Adhikari, Zila Panchayat, Balrampur". Let such application be decided strictly in accordance with law after giving an opportunity of hearing to all concerned within a period of two months from the date of production of a copy of this order. 4.
