(2) Petitioner made a representation to Director, Urban Local Bodies regarding her promotion from Group ‘C’ post to Group ‘D’ post. Director, in his order dated 3.10.2025, has stated that he is not competent to take decision regarding posts in non-centralised service. Thus feeling aggrieved, petitioner has approached this Court. (3) Admittedly, post of Clerk is part of non-centralised service, therefore the reason assigned by the Director for disposing of petitioner’s representation cannot be faulted. However, having regard to the facts of the case, this Court thinks that ends of justice would be met if petitioner is permitted to make representation to the competent authority i.e. Chairman. (4) Writ petition is, accordingly, disposed of with liberty to petitioner to make representation. If she makes representation within two weeks from today, decision thereupon shall be taken by the competent authority, as per law, within ten weeks thereafter.
