Mr. S. Nepolean, learned Senior GA, appears for the appellants and Mr. KH. Lupenjit, learned counsel, for respondent No.1. The present writ appeal has been preferred by the appellant department against the order dated 25.09.2019 allowing the writ petition with costs of Rs. 25,000/- payable by respondent No.4 namely the State of Public Information Officer/Addl. Director of Education(S) Valley, Government of Manipur. In so far as the second direction of the Court is concerned, it has been complied with. Therefore, the appellant is not aggrieved by the second limb of the direction issued by the writ Court and only the dispute is regarding the payment of Rs. 25,000/- to the respondent No.1 herein. After elaborate discussions by the learned counsel appearing for the parties, the respondents herein strongly objected for the grounds raised in the appeal regarding the payment of costs by respondent No.4 in the writ petition. the documents to the writ petitioner/respondent after the final order was passed in the writ petition. Therefore, he has justified the costs imposed by the writ Court and considering the submissions made by the parties, we are of the view that the costs imposed by the Writ Court required for modification. Hence, we are inclined to pass the following orders as follows: (a) the appellant department is directed to pay a sum of Rs. 5000/- to the respondents herein within a period of 4(four) weeks from the date of receipt of copy of this order. (b) Further a sum of Rs. 5000/- is to be paid to the High Court Bar Association for the purpose of Internally Displaced Persons(IDPs) within a period of 4(four) weeks from the date of receipt of copy of this order. With the above directions, the impugned order dated 29.05.2019 is partly modified and consequently, the writ appeal is partly allowed.
