Heard learned counsel for petitioner and Sri Tarun Gaur, learned standing counsel for respondents. 2. Present petition has been filed seeking following relief:- "i). Issue a writ, order or direction in the nature of certiorari for quashing the order dated 02.11.2012 passed by respondent no. 2." 3. Learned counsel for petitioner submitted that present controversy is squarely covered with the judgment of Lucknow Bench of this Court passed in Writ-C No. 3423 of 2023 (Sarvesh Kumar Pandey Vs. State of U.P. Thru. Prin. Cecy. Deptt. Of Home Civil Secrett. Lko and another) decided on 01.05.2023, but while passing impugned order, ratio of law laid down by the Court has not been considered, therefore, this petition may also be allowed on same terms. 4. Learned Standing Counsel could not dispute the aforesaid facts. 5. Therefore, under such facts of the case, impugned order dated 02.11.2012 is hereby quashed. 6. Writ petition is allowed in terms of order dated 01.05.2023 passed in Writ-C No. 3423 of 2023. 7. The competent Authority is directed to reconsider the claim of the Versus Counsel for Petitioner(s) : A.K. Ojha Counsel for Respondent(s) : C.S.C. Shantanu Mishra .....Petitioner(s) Secretary U.P. Shashan Home Anubhag-2 And Another .....Respondent(s) petitioner and take a fresh decision in the matter after getting the veracity of the Adoption Deed ascertained from the Sub-Registrar's Office. The fresh decision shall be taken as per law within a period of two months. 8. Registrar (Compliance) is directed to send a copy of this order to District Magistrate, Allahabad for compliance.
