It appears that petitioner was non-suited at the stage of filing of online application form for the purpose of allotment of Institution for the post of Assistant Teacher (LT Grade) probably on a ground that though he possessed the Intermediate Certificate before extended date but it was not submitted alongwith the application, though at the time of verification it was produced and at this stage it could be doubted that petitioner has possessed Intermediate Certificate atleast before the extended date of submission of form. 3. It is the case of petitioner that subsequently when online application forms were sought for allotment of Institution, roll number of petitioner was not flashed, therefore, he was unable to submit the online application form. 4. Learned counsel appearing for Respondent-4, U.P. Public Service Commission, on basis of instructions, submits that petitioner has not submitted Intermediate Certificate even within the extended time though instructions are not very specific in this regard. 5. In the circumstances the Court is of the view that instead of keeping this matter pending, it is disposed of with a direction that Respondent-4, i.e., Secretary, U.P. Public Service Commission, Prayagraj, will communicate the petitioner about the legal impediment that why online window was not opened for the purpose of submission a form for allotment of Institution. In case petitioner has fulfilled all conditions, as prescribed under Clause 13 of Advertisement dated 15.03.2018, concerned respondent will be under a legal obligation to open online window for the purpose of submitting form for allotment of Institution within a period of three weeks from today and if there is any legal impediment, the same may be communicated to the petitioner.
