Mr. B.D. Pande with Mr. Bharat Tewari, Advocates for the petitioner. Mr. B.N. Molakhi, Advocate for the respondents. 2. Petitioner is serving as Reader in Judgeship, Udham Singh Nagar. He has challenged order dated 08.09.2021, passed by District Judge on the representation made by one Mr. Suresh Kumar and 42 other ministerial employees. 3. In the said order, by referring to Rule 23 of the applicable rules, it was mentioned that anyone, who comes on transfer from other Districts to Udham Singh Nagar in public interest, will not lose his seniority. 4. The said order is being challenged by filing this writ petition after four years. There is no explanation whatsoever for the delay and laches. Even otherwise also, no prejudice is caused by the said order to the petitioner as in this order, only the rule position is reflected and there is no finding that respondent No. 3 was transferred in public interest or not. 5. The writ petition is dismissed on account of delay and laches. 2025:UHC:11193 6.
