The technical bid of the petitioner has been rejected as being non responsive. No other reason has been given. 3. While we appreciate the e-tendering process or the evaluation of the bids through 'Prahari App' but mere mention that petitioner was found non responsive does not help the cause of the petitioner nor that of the Courts. The petitioner and the Court should know the reasons why it has been declared as non responsive. 4. Let a reasoned order be provided to the petitioner for rejection of the bid which may not be in detail but at least it should contain comprehensible reasons. Let this be done within a period of one week whereupon the petitioner, if it has a cause, may approach the Court again. 5. With the aforesaid observations/directions, the writ petition is disposed of. 6. Shri Raghuvendra Kumar Singh brief holder for the State shall communicate this order to the concerned for compliance. 7.
