The petitioner has made allegations against the opposite party no. 7 & 8 who are the Village Secretary and the Village Pradhan. The remedy is under Rule 3 of the U.P. Panchayat Raj (Removal of Pradhan, Up-pradhan, Member) Rules, 1997 which should be availed by the petitioner. If such an application / complaint has already been moved which is in terms of Rule 3, then the District Magistrate shall do the needful as per law. It is made clear that we have not entered into the merits of the allegations by the petitioner against the opposite parties. The writ petition is disposed of in the aforesaid terms.
