There is no explanation for the delay in approaching the Court. The petitioner may approach concerned Bank or Insurance Company as the case may be to redress his grievance and if still aggrieved may initiate proceedings as far as may be permissible in law before the Permanent Lok Adalat under Section 22 -A of the Legal Services Authority Act, 1987. 4.
