Petitioner was given compassionate appointment as Constable in Provincial Arms Constabulary (PAC) in the year 2012. 3. Director General, Uttarakhand Police issued a circular on 10.01.2017, permitting compassionate appointment in Civil Police and also in Local Intelligence Unit (LIU), as earlier such appointments were permissible only in PAC. 4. In this writ petition, petitioner contends that since compassionate appointment is now permitted in other branches, including civil police, therefore he be given appointment in civil police in place of PAC. 5. Learned State Counsel submits that once petitioner accepted offer of appointment in PAC with eyes wide open and that offer was made as per then prevailing policy, then petitioner cannot now seek appointment elsewhere merely because the policy has undergone some change. 6. This Court finds substance in the said 2025:UHC:11192 submission. 7. Compassionate appointment once offered and accepted, cannot be a ground for seeking similar appointment in some other branch. 8. Learned counsel for petitioner, however, submits that after the circular dated 10.01.2017, issued by Director General, certain persons, who were appointed in PAC, were transferred to Civil Police. He submits that petitioner be permitted to make representation. 9. The writ petition is, accordingly, disposed of by permitting petitioner to make representation.
