The prayer in the writ petition is to quash the order dated 01.02.2025 at Annexure-E, passed by respondent No.4- Sub Inspector of Police, Huliyur Police Station, Chikkanayakanahalli Taluk, Tumakuru directing the name of the petitioner to be entered in the Rowdy Sheet in the ‘B’ list. - 3 - NC: 2025:KHC:7983 WP No. 4970 of 2025 2. A Co-ordinate Bench of this Court has considered a batch of writ petitions with similar prayers in the case of Sri. B. S. Prakash vs. State of Karnataka and Others in W.P.No.4504/2021 and connected matters by order dated 22.04.2022. It has been held that the jurisdictional police shall compulsorily once in two years undertake a periodic review of entries in the Register of Rowdies suo motu, as provided under Clause (2), Order 1057 of the Manual. It was also directed that if any representation is given by the delinquent, the representation for review shall be considered by the jurisdictional police at the initial level within a period of 30 days during which necessary inputs may be obtained through the available sources as to merits of the claim. A recommendation shall be sent to the jurisdictional Superintendent of Police or the Sub-Divisional Police Officer within fifteen days along with representation and material collected thereon. Such recommendation along with result of the consideration of the representation shall be communicated to the delinquent concerned within the next fifteen days. 3. Having regard to the procedure prescribed and enunciated in the said order, this Court is of the considered - 4 - NC: 2025:KHC:7983 WP No. 4970 of 2025 opinion that the petitioner should be granted liberty to file necessary representation. As and when the representation is given by the petitioner, the respondent police authorities shall consider the same and pass necessary orders following the procedure prescribed in the said order. 4.
