This petition has been filed, by the Gram Panchayat, Keorak inter alia for issuance of a writ in the nature of certiorari quashing order dated 19.12.2023 (Annexure P-5) passed by respondent No.3 vide which Handball Sports Nursery functioning at Govt. Model Sanskriti Senior Secondary School, Keorak, Kaithal under the scheme of ‘Khel Nursery Scheme’, has been closed. 2. In response to notice issued by this Court, written statement has been filed on behalf of official respondents No.1 to 3 wherein it has been submitted that the Sports Department Haryana circulated a Sports Nursery Scheme (hereinafter referred to as the ‘scheme’) to promote Sports Nurseries in Government and Private Educational Institutions in the State. The objective of the scheme is to popularize sports at the grass-root level by utilizing the sports infrastructure and other facilities. It has been further stated that a surprise inspection of the Government Model Sanskriti Senior Secondary School, Keorak-respondent No.4 was conducted by the District Sports Officer, Kaithal-respondent No.3 on 14.12.2023 and 15.12.2023. It was found that there were only 7 handball players present and the coach was found to be absent. The scheme mandatorily requires a minimum 20 players with a maximum of 25 players with 5 players on the waiting list. It has been stated that coach, Ms. Manju, was simultaneously working with another school i.e DAV Public School, Kaithal and her presence was marked in the said school. An explanation was sought from the school-respondent No.4 but the response was unsatisfactory. 3. State counsel has informed that for subsequent years 2024-2025 as well as 2025-2026, school has not applied under the scheme. State counsel has instructions to state that in case the school-respondent No.4 makes an application under the scheme on the portal of the department for the year 2026-2027, it shall be duly considered in the terms of the scheme. 4.
