At the outset, the counsel appearing for the petitioner submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by directing the respondents No. 1 and 2 to consider the representation dated 28-10-2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order within a stipulated period. Considering the submission made by the learned counsel appearing for the parties, this court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The respondents No. 1 and 2, i.e., the Administrative Secretary (Revenue), Government of Manipur and the Administrative Secretary (Pension Cell), Government of Manipur are hereby directed to consider the representation dated 28-10-2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order; (ii) The respondents are directed to complete the whole process within a period of three months from the date of receipt of a certified copy of this order; and (iii) It is made clear that the aforesaid directions have been issued without considering the merit raised in the present writ petition.
