We are of the view that the writ petition may be disposed of with liberty to the petitioner to file his reply before the authorities concerned and once the reply is filed within a period of three weeks from the date, the authorities concerned is directed to provide an opportunity of hearing to the petitioner and thereafter pass a reasoned order in accordance with law. 4.
