Learned counsel for the petitioners submits that the issue, as raised in this petition, is squarely covered by the judgment rendered by this Court dated 11.04.2017 in bunch of writ petitions, leading one WPSS No. 602 of 2014, copy of which is enclosed as Annexure No. 5 to the writ petition. 5.
