The present application has been filed with a prayer for allowing impleadment of Mr. Viveek Kumar Dewangan Singh, Additional Chief Secretary (Finance), Government of Manipur as 2 respondent no. 11 on the ground that the said officer is a necessary party in the connected Contempt proceeding. On hearing the submission advance by the learned counsel appearing for the parties and on perusal of the record, this Court is of the considered view that no contempt has been made out in as much as the said officer has not committed any willful or deliberate disobedience with regard to the direction given by this Court.
