In these circumstances, it is unnecessary to issue notice to the private respondents in this Writ Petition. Instead, this Writ Petition is disposed of by directing the first respondent to consider and dispose of the petitioner's appeal on merits within six (6) weeks from the date of receipt of a copy of this order after providing a reasonable opportunity to the petitioner and the private respondents herein.
