THE HON’BLE SRI JUSTICE VENKATESWARLU NIMMAGADDA CONTEMPT CASE NOS:4219, 4238, 4247, 4248, 4249 & 4250 of 2025 COMMON ORDER: Heard the learned counsel for the petitioners and the learned counsel for the respondents. 2. Learned counsel for the petitioners submits that this Court passed a common order dated 11.05.2023 in a batch of writ petitions directing the respondents to consider the claims of the petitioners as prayed in the writ petitions in terms of G.O.Ms.No.179 dated 18.11.2022. 3. Learned counsel for the petitioners further submits that even though this Court passed common order dated 11.05.2023 specifically directing the respondents to comply with the same in terms of orders of this Court, the orders of Hon’ble Apex Court as well as orders passed in Writ Appeal by the Hon’ble Division Bench of this Court and even after lapse of more than one year, the respondents not considered the orders of this Court as directed. Hence, the contempt cases. 4. Pending the contempt cases, learned counsel for the respondents furnished written instructions dated 13.04.2026 stating that the respondents herein issued orders considering the case of the petitioners in terms of the orders of this Court as well as orders passed by the Division Bench in W.A.No.256 of 2024 and batch and also in reference to G.O.Ms.No.179, agreed and considered the claims/reliefs as prayed in the writ petition on par with the person who were 2 granted similar benefit under G.O.Ms.No.179 dated 18.11.2022 as such the orders of this Court are duly complied with. 5. In reply, learned counsel for the petitioner submits that except promising vide G.O.Ms.No.7 dated 13.04.2026, they are not implementing the orders of this Court. Therefore, the petitioners may be granted with liberty, if the respondents not implemented in proper way as observed in G.O.Ms.No.7 dated 13.04.2026. 6. Considering the submissions made by both the learned counsel and on perusal of the material placed on record, for determination whether the order of this Court is complied with or not, it is appropriate to extract the common order of this Court hereunder: “7. Heard the submissions made by both the learned counsels. In view of the settled principles of law and after considering the orders passed in WP.No.1425 of 2019 by this Court and the orders passed by the Hon’ble Supreme Court in SLP(C).No.7474 of 2020, and the orders passed by the Government vide GOMs.No.179, dated 18.11.2022, this Court is of the considered view that the petitioners herein are also entitled for the same relief on par with the persons mentioned in the aforesaid GO. Accordingly, the respondents 1 to 3 are hereby directed to consider the claim of the petitioners in pursuance of the orders of this Court as well as GOMs.No.179 dated 18.11.2022, within a period of four (04) months from the date of receipt of a copy of this order. 8. All the Writ Petitions are accordingly disposed of. There shall be no order as to costs.” 3 7. On perusal of the common order of this Court, it is clear and categorical that respondent Nos.1 to 3 are specifically directed to consider the claim of the petitioners in pursuance of the orders of this Court as well as in terms of G.O.Ms.No.179 dated 18.11.2022. On perusal of the written instructions vide G.O.Ms.No.7 dated 13.04.2026, which refers while considering the case of the petitioners, respondents strictly complied with the orders of this Court as well as the terms of G.O.Ms.No.179 dated 18.11.2022. In view of the compliance of the orders of this Court in terms of G.O.Ms.No.179, it cannot be held that the respondents have not complied with the orders as directed. 8. In view of the above findings, no further orders are necessary. Accordingly, the Contempt Cases are closed. However, the petitioners are granted liberty to initiate appropriate proceedings, if the same was not properly implemented. No order as to costs.
