The contents of the letter, in brief, are that Andhra Pradesh State Council of Higher Education (for short, ‘APSCHE’) made recommendations to the Universities to de-recognize affiliation of 144 B.Ed. colleges alleging several malpractices such as submission of fake list of teachers and using fake IDs of students etc. That despite the same, on the representation made by the Association of Private B.Ed. College Management Association, the Government of Andhra Pradesh vide Memo No.784901/TRG/A2/2017, School Education (TRG) Department, dated 28.11.2017 had permitted the private B.Ed. colleges to admit the students, subject to rectification of deficiencies of National Council for Teacher Education (Recognition Norms and Procedure) Regulations, 2014 (for short, ‘Regulations, 2014), within three months. That most of the colleges affiliated to Nagarjuna University had been indulging in severe malpractices. Further, that thousands of students of other state were pursuing B.Ed., as regular students without attending the college and therefore, keeping in view the future of students and their careers, appropriate action was required to be initiated and that the government officials, who were to initiate action, were compromised. The action of the Government in granting permission to 144 private B.Ed. colleges to admit students vide Memo dated 28.11.2017, although there are deficiencies of the Regulations, 2014 is the grievance ventilated by the petitioner in this Public Interest Litigation. 4. The letter itself indicates that permission was granted to the Colleges subject to rectification of deficiencies of the Regulations, 2014. The information as to whether the Colleges had rectified the deficiencies or not is not available and so also the present state of affairs of those colleges. By now, as many as seven (07) years have elapsed since the date of institution of this Public Interest Litigation. Therefore, this Public Interest Litigation can be closed. 5.
