For Petitioner : Mr.M.Karunanithi For R1 to R5 : Mr.N.Ramesh Arumugam Government Advocate For R6 : Mr.R.Meenakshi Sundaram Additional Public Prosecutor ***** O R D E R This Writ Petition has been filed for issuance of a Writ of Mandamus, directing the fifth and sixth respondents to consider the petitioner's representation dated 15.09.2025 and permit him to conduct Mandala Abhishekam, Annadhanam, and a cultural programme in Sri Kurunthudaiya Ayyanar Temple. 2. It is the case of the petitioner that the fifth and sixth respondents ought to have granted permission to the petitioner as sought for, since the petitioner is a member of one of the villages whose residents worship the _____________ Page No. 2 of 6 https://www.mhc.tn.gov.in/judis W.P.Crl.(MD) No.1533 of 2025 deity in the said temple; that Kumbabhishekam is scheduled to be conducted on 12.09.2025; and that the petitioner is entitled to conduct the Mandala Abhishekam for one day out of 48 days Mandala Abhishekam, and also to conduct the cultural programme and Annadhanam. 3. The learned Additional Public Prosecutor for the sixth respondent would submit that the petitioner's representation was considered and his request was rejected, since, in the peace committee meeting held by the Tahsildar, the villagers did not agree to the resolution of the dispute; and that the petitioner cannot be permitted to conduct the festival, as it would lead to a law and order problem. 4. Mr.M.Mahaboob Athiff, the learned counsel appearing for the intervenor, namely, C.N.Sathyamoorthy, would submit that the petitioner has suppressed several orders of this Court and has not impleaded the necessary parties in this Writ Petition, and therefore, the Writ Petition is liable to be dismissed; that this Court, by order dated 10.09.2025 in W.P. (MD) No.24517 of 2025 filed by the petitioner, permitted the petitioner to offer Annadhanam in his village and not inside the temple premises; and that the petitioner cannot be permitted to conduct Mandala Abhishekam _____________ Page No. 3 of 6 https://www.mhc.tn.gov.in/judis W.P.Crl.(MD) No.1533 of 2025 for any day, since 48 persons have already been nominated to conduct the Mandala Abhishekam for 48 days. 5. From the above submissions, it is clear that several disputed questions of fact are involved in this Writ Petition. The petitioner has not disclosed the earlier Writ Petitions filed by him and the orders passed by this Court. Further, the petitioner's request has already been rejected by the sixth respondent, by communication dated 24.09.2025. Hence, this Court is of the view that the relief sought for by the petitioner in this Writ Petition cannot be granted. 6. With the above observations, this Writ Petition is dismissed.
