The jurisdiction of this Court has been invoked under article 226/227 of the Constitution of India with a prayer that this Hon'ble Court may issue a writ in the nature of certiorari to quash the Sub Clause 2 of the impugned conditions imposing upon the petitioners in promotion order dated 14.08.2018 (Annexure P-1) that the petitioners must pass the SETC, if they fail to pass the SETC exam, the next increment in the scale of pay shall not be give till they qualify the prescribed examination being contrary to the service rules. 2.
