Petitioner is eligible for promotion to the post of Inspector (Pioneer), held by competent authority in Sahastra Seema Bal (SSB). According to him, the applicable rules may not be strictly followed while undertaking the promotion exercise. The reliefs sought in the writ petition are as follows: “i- To issue a writ, order or direction in the nature of mandamus directing the respondents to conduct the ongoing promotional exercise/ DPC, 2025-26 from the post of Sub-Inspector (Pioneer) to the Inspector (Pioneer) strictly in accordance with recruitment rules, post-based roster and DoPT guidelines. ii. To issue a writ, order or direction in the nature of mandamus directing the respondents to fill unreserved vacancies, strictly with eligible Unreserved candidates without conversion or interchange with reserved categories posts. iii. To issue a writ, order or direction in the nature of mandamus directing the respondents to correctly update and produce before this Hon'ble court the post-based roster register.” 3. This Court do not find any reason to interfere in the matter. The rules/laws are meant to be followed and there can’t be a direction to follow the rules, which, under their own weight, are required to be followed. 4. Thus, the prayer sought by petitioner 2025:UHC:11247 cannot be granted. 5. The writ petition is disposed of by taking the statement made by Mr. Pankaj Chaturvedi, learned counsel appearing for Union of India that promotion exercise shall be held strictly as per applicable rules.
