1. Heard Sri Rakesh Kumar Singh, learned counsel appearing for the petitioner and learned Standing Counsel appearing for Respondents No. 1 and 2 and Sri Mohan Singh, learned counsel appearing for Respondent No.
5. 2. In view of the order proposed, notice to Respondents No. 3 and 4 is dispensed with. 3. The captioned writ petition has been filed by the petitioner interalia praying therein for the following main relief:-
" I. Issue a order or direction, thereby commanding the opposite parties particularly opposite party no. 2 i.e. Additional Commissioner (Administration) Ayodhya Division, Ayodhya to decide the Revision No. 663/2023, under section 210 of the U.P. Revenue Code, 2006, "Subhas Vs. Anand Kumar and others" which is still pending since 25.03.2023, in accordance with law, within stipulated period fixed by this Hon'ble Court, in the interest of justice. True photocopy of the memo of revision dated 25.03.2023, under section 210 of the U.P. Revenue Code, 2006 is being annexed herewith as ANNEXURE NO. 1 to this petition."
4. It has been contended on behalf of the petitioner that he has filed a Revision No. 663/2023 under Section 210 of the U.P. Revenue Code 2006, which is pending since year 2023 and has not been decided till date. 5. Learned counsel appearing for the petitioner has brought to the notice of this Court the provisions made in Rule 183(4) of the U.P. Revenue Code Rules 2016 and submits that the provision has been made for disposal of the Versus Counsel for Petitioner(s ) : Rakesh Kumar Singh Counsel for Respondent(s ) : C.S.C., Mohan Singh Subhash .....Petitioner(s) State Of U.P. Thru. Prin. Secy., Deptt. Of Revenue, Lko. And Others .....Respondent(s)
revisions within a period of six months failing which the revisional authority is under obligation to record reasons for non disposal of the revision but in the present case, without assigning any reason the revision is lying pending since year 2023. 6. Learned Standing counsel appearing for the State-respondents has very fairly submitted that ends of justice would be served if a direction is issued by this Court thereby commanding the Respondent No. 1 to hear and decide the revision, subject matter of this writ petition, within a time frame fixed by this Court. 7.
I have considered the submissions made by the learned counsels for the parties and I find that the revision, subject matter of this writ petition, is pending since year 2023. Further I find that Rule 183(4) of the U.P. Revenue Code Rules, 2016 provides that the revisions are to be decided within a period of six months and if it is not possible then the reasons for non disposal of the revision shall be recorded in the order-sheet. I have gone through the order-sheet annexed with the writ petition and I do not find any reason recorded therein for non disposal of the revision in question. 8. In view of the aforesaid reasons, this petition is finally disposed of with a direction to Respondent No. 2 to hear and decide Revision No. 663/2023, under section 210 of the U.P. Revenue Code, 2006, "Subhas Vs. Anand Kumar and others", expeditiously, preferably within a period of six months from the date of presentation of certified copy of this order, provided there is no legal impediment. 9. It is made clear that this Court has not adjudicated the matter on the merits. September 16 , 2025 Anuj Singh A227 No. 5551 of 2025 2 (Manjive Shukla,J.)
