Mr. Hari Om Bhakuni, Advocate for the petitioner. 2. Mr. Rajeev Singh Bisht, Additional Chief Standing Counsel for the State of Uttarakhand/ respondent nos. 1, 3 & 4. 3. Petitioner took a loan from Uttarakhand Multipurpose Finance and Development Corporation for purchasing a Mahindra Pikup. Since there was some default in repayment of the loan, therefore, a recovery certificate was issued against him for recovery of ` 7,80,169/ - + other charges. Pursuant to the recovery certificate, Tehsildar, Bageshwar has issued a recovery citation on 05.12.2025. Thus, feeling aggrieved, petitioner has approached this Court challenging the recovery citation and also the recovery proceedings. 4. It is contended that due to health problems, petitioner could not repay the loan in time and he is ready and willing to liquidate the outstanding dues, provided some reasonable time be given for the purpose. It is further contended that respondent no. 2 be directed to supply the statement of account so that petitioner may be able to ascertain the exact amount of the outstanding liability. 5. Learned State Counsel submits that petitioner can approach the competent authority by making representation. 2025:UHC:11403 6. The writ petition is, accordingly, disposed of with liberty to the petitioner to make representation to respondent no. 2 within one week from today. If he makes representation for redressal of his grievances, decision thereupon shall be taken by respondent no. 2, as per law, within three weeks thereafter. For a period of four weeks or till decision is taken, whichever is earlier, no coercive action shall be taken against the petitioner. The request, if made by petitioner for supply of statement of account, shall be acceded to by respondent no. 2 and statement shall be provided to the petitioner within two weeks from making such demand.
