4. Preliminary objection has been raised regarding the maintainability of the writ petition on the ground that the petitioner had earlier approached this Court by filing Writ Petition (C) No.9787 of 2023 (Rajendra Kumar Singh vs. Union of India and others), which was dismissed as withdrawn on the ground that it did not contain any details relating to land of which the petitioner wanted to be given possession of. After the order dated 09.11.2023, the petitioner filed another Writ Petition (C) No.10660 of 2023 (Rajendra Kumar Singh vs. Union of India and others) which was dismissed again with liberty to file a fresh petition by its order dated 14.12.2023. Earlier also, the Versus Counsel for Petitioner(s) : Mahesh Kumar Sharma, Anil Kumar Tripathi Counsel for Respondent(s) : A.S.G.I., Dharmendra Kumar Dixit Rajendra Kumar Singh .....Petitioner(s) Union Of India Thru. Secy. Ministry Science And Technology New Delhi And 4 Others .....Respondent(s)
petitioner had filed Writ Petition No.32038 (M/S) of 2018 (Navyug Nirman Evam Prashikshan Seva Samiti vs. State of U.P. and others) praying for a direction to be issued to the respondents to decide the application of the petitioner preferred under section 161 of U.P.Z.A.L.R. Act on 31.07.2013. This writ petition was filed by the petitioner as Manager of Navyug Nirman Evam Prasikhshan Seva Samiti.
During the pendency of the writ petition, application preferred under Section 161 of U.P.Z.A.L.R. Act has been dismissed for want of prosecution by order dated 10.11.2019 which has been filed by the petitioner at page 57 of the paper book. 5. It has been submitted that as it is evident from the annexure 7 to the writ petition, petitioner appears to be the Manager of Navyug Nirman Evam Prasikhshan Seva Samiti, who had bought the land of Gata No.1267, 1279 and 1273 in Village Gahru, Pargana Bijnore, Tehsil and District Lucknow and the petitioner had again come before this court in his personal capacity with the aforesaid prayers. 6. Learned counsel for the petitioner prays that the petitioner has made a representation on 12.05.2025 to the District Authorities which is pending and the limited prayer in this writ petition is for a direction to the respondents to decide the representation. The petitioner has failed to show any subsisting legal right for a direction to be issued to the respondents to decide the representation which is not addressed to anyone. 7. This writ petition is disposed of with liberty to the petitioner to approach the appropriate forum. September 15, 2025 Pks WRIC No. 8924 of 2025 2 (Brij Raj Singh,J.) (Mrs. Sangeeta Chandra,J.)
