Heard Dr. Amrendra Nath Tripathi, learned counsel for the petitioner, learned Standing Counsel, who appears for the Union of India-opposite party no.1, Shri Shri Shikhar Anand, learned counsel for opposite party nos.2 and 3 and perused the record. 3. This writ petition has been filed by petitioner with following main prayers: "I. Issue a writ, order or direction in the nature of Certiorari quashing the impugned order/letter dated 28.07.2025 as well order dated 21.08.2025 passed by the Regional Officer Hindustan Petroleum Corporation Ltd Prasant Towers (Ground Floor) Mahewa Chungi Near Old Transport Nagar Police Chaouki Gorakh Pur, U.P. i.e. opposite party no. 3 by means of which he was cancelled the candidature of petitioner for allotment of retail outlet in Hindustan Petroleum Corporation Ltd. Advertisement published on 28.06.2023 for scheduled caste category at village- Samhar Purwa, Tahsil-Bhinga District-Sharawasti and also rejected the application moved by the petitioner, in most arbitrary manner. The copies are annoxed already as An. No. 1 & 2 with Petition. II. Issue, a writ order or direction in the nature of Mandamus commanding the opposite parties to consider the candidature of petitioner in allotment of retail outlet Versus Counsel for Petitioner(s) : Prashant Kumar Mishra, Mohan Singh Counsel for Respondent(s) : A.S.G.I., Shikhar Anand Santosh Kumar .....Petitioner(s) U.O.I. Learned counsel for the petitioner prays to withdraw the present writ petition with liberty to the petitioner to file fresh writ petition. 5. Learned counsel for the opposite parties have no objection to the same. 6. With the aforesaid liberty, the present writ petition is dismissed as withdrawn.
