The petitioner submits that he was initially issued a permit for the route from Kolkata to Baliapal pursuant to the Inter-State Agreement entered into between the States of West Bengal and Odisha. It is further submitted that, without affording the petitioner an opportunity of hearing, the State Transport Authority, West Bengal, unilaterally altered the terminal point of the route from Esplanade to Kolkata Central Bus Terminus at Santragachi. I am of the view that the petitioner ought to have been afforded an opportunity of hearing by the State Transport Authority before effecting any alteration in the permit granted to him.
Accordingly, this writ petition is disposed of with a direction upon the State Transport Authority, West Bengal, to consider the representation of the petitioner dated January 22, 2025 (appearing at page 26 of the writ petition). The petitioner shall be afforded an opportunity of hearing, and a reasoned order shall be passed and communicated to him. The entire exercise shall be completed within a period of six weeks from the date of this order. Accordingly, WPA 6592 of 2025 is disposed of. Urgent photostat certified copy of this order, if applied for, be supplied to the learned advocates for the parties on usual undertakings. (Kausik Chanda, J.) 2
