Heard learned counsel for the petitioner, learned Standing Counsel, who appears for State-opposite party no.1 and Sri Shobhit Mohan Shukla, who appears for opposite party no.2. 2. In view of the order proposed to be passed, issuance of notice to opposite party no.3 is dispensed with. 3. This writ petition has been filed with the following main prayers:- "i. Issue a writ, order or direction in the nature of Mandamus commanding Respondent Nos. 1 and 2 to ensure expeditious disposal of Complaint No. LKO162/05/104501/2023 (Mrs. Anupama Tiwari vs. M/s Viraj Constructions Pvt. Ltd.), pending before the U.P. Real Estate Regulatory Authority, Lucknow Bench, within a fixed and reasonable time-frame as mandated under Section 29(4) of the Real Estate (Regulation and Development) Act, 2016; ii. Direct Respondent No.2 (U.P. RERA, Lucknow Bench) to take all necessary steps to enforce compliance of its orders and to prevent further procedural delays or non-compliance by Respondent No. 3;” 4. Sri Shobhit Mohan Shukla, who appears on behalf of opposite party no.2, prays for some time to decide the complaint of the petitioner. 5.
