Since consideration of petitioners' grievance would entail factual aspects, without entering into merits of the case, liberty is granted to petitioners to file a fresh individual representation before opposite party No. 2 i.e. Director General Jail Administration and Reform Services, Lucknow. In case such a representation is filed, the same shall be decided within a period of four weeks from the date a certified copy of this order is produced before the said authority. 4.
