Dutta, learned counsel representing the respondent no. 1 and Ms. N. Bordoloi, learned counsel representing the respondent no. 2. Mr. S. Dutta, learned counsel for the respondent no. 1 has placed on record a speaking order dated 31.07.2025, passed by the Additional Chief Secretary to the Government of Assam, Revenue & Disaster Management Department, disposing the claim made by the petitioner in pursuance to the directions passed in this connection by this Court, vide order dated 12.09.2022 in WP(C) No. 5021/2019. On a perusal of the speaking order dated 31.07.2025, this Court is of the considered view that the directions passed by this Court vide the said order dated 12.09.2022 has been substantially complied with. Further, there is no willful and/or deliberate violation of the directions passed by this Court. In view of the above position, this Court is of the considered view that the present contempt petition need not be further considered. Accordingly, the present contempt petition stands closed. Notices issued stand discharged. However, liberty is reserved to the petitioner to present a challenge to the speaking order dated 31.07.2025 by initiating appropriate proceeding in accordance with law. A copy of the speaking order dated 31.07.2025, furnished by Mr. S. Dutta, learned counsel for the respondent no. 1 is placed on record and marked as ‘X’ for the purpose of identification.
