The Order dated:27.02.2019 passed by the third respondent vide Annexure-C is called into question in this Writ Petition on several grounds as setout in the Memorandum of Writ Petition. 3. Heard the arguments and perused the Writ papers with care. 4. The petitioner contends that Brahmotsavam is being conducted for twelve days at Lord Venkateshwara Swamy - 3 - NC: 2025:KHC:2706 WP No. 12717 of 2019 at KGF from time immemorial in accordance and in compliance with Agama Shastras and customs and practices. The grievance of the petitioner is that the Deputy Commissioner, Kolar District vide order dated 27.02.2019 extended the Brahmotsavam period from twelve days to thirteen days and the same is contrary to the customs and usages. The extension of the period for conducting Brahmotsavam from twelve days to thirteen days was in the year 2019. Now we are in the month of January 2025. It's been six years. Due to efflux of time, the order has spent itself. Hence, nothing survives for consideration in the Writ Petition. The Writ Petition is devoid of merits and is liable to be dismissed. 5.
