Respondent no. 6 was elected as Pradhan, Gram Panchayat Madabela, Tehsil Laksar, District Haridwar. By means of this writ petition, petitioner has sought the following relief: - “i) Issue a writ order or direction in the nature of mandamus commanding the respondent no. 3 District Magistrate, Haridwar to setup an inquiry and take appropriate action against the respondent no. 6 namely Sohan Veer Singh S/ o Tilak Ram, Gram Pradhan Gram Panchayat, Madabela, Tehsil Laksar, Haridwar, District Haridwar.” 4. Learned State Counsel, however, submits that the complaint made by petitioner is not as per the 1997 Rules, inasmuch as, it is not accompanied by an affidavit, as required by the Rules. 5. Learned counsel for the petitioner submits that petitioner will make fresh complaint, strictly, as per the provisions of the Rules. 2025:UHC:9936 6. The writ petition is, accordingly, disposed of with liberty to the petitioner to make fresh complaint accompanied by an affidavit. If he makes such complaint within two weeks from today, the District Magistrate, Haridwar shall look into the matter and pass appropriate order, as per law, as expeditiously as possible. It goes without saying that respondent no. 6 shall be given reasonable opportunity of hearing, before passing any order.
