Heard the learned counsel for the petitioners and Ms. Aprajita Bansal, who appears on behalf of the respondent nos.1, 2 and 3, MVVNL. 2. This petition has been filed by the petitioners for the following main prayers:- "i) Issue a writ, order or direction in the nature of certiorari to quash the disposal report dated 04.08.2025 preferred by the Executive Engineer, Madhyanchal Vidyut Vitran Nigam Limited, Raebareli i.e. opposite party No.2 before the District Magistrate, Raebareli by which he has denied to provide Electricity Connection to the petitioner No. - 1 on Land Gata No. 121 situated at Village Dhiranpur, Post - Vishnudaspur, Tehsil - Dalmau, District - Raebareli contained herewith as Annexure No. - 1 to this writ petition. ii) Issue a writ, order or direction in the nature of Mandamus commanding the opposite parties No. 1 to 3 to provide Electricity Connection in the name of petitioner No. - 1 (Usha Devi) at Gata No. 121 area 0.1940 hectare situated at Village Dhiranpur, Post Vishnudaspur, Tehsil Dalmau, District - Raebareli in the interest of justice. Managing Director And 3 Others .....Respondent(s) iii) Issue a writ, order or direction in the nature of Mandamus commanding the opposite party No. 2 to decide the application dated 08.08.2025 pending before him in the interest of justice. iv) any other order or direction which this Hon'ble court may deem fit, just and proper may also be passed in the interest of justice." 3. It has been submitted by the learned counsel for the petitioners that because of Original Suit No.1207 of 2025 [Vinay Kumar and others Vs. Ram Adhar and Others] pending in the Court of learned Civil Judge (Junior Division), Tehsil, Dalmau, District Raebareli, his application for grant of new Electricity connection for running a private tubewell, has not been considered by the Executive Engineer. 4. Ms. Aprajita Bansal, on the basis of written instructions says that due to some confusion, the Executive Engineer has not approved giving of such connection but after legal advice he has asked the SDO to give an estimate with regard to money needed for giving a new electricity connection for the private tubewell. A copy of the estimate prepared by the Executive Engineer has also been handed over today in Court by Ms. Aprajita Bansal to the counsel for the petitioners. 5. This writ petition is disposed of with a direction to the Respondent nos.2 and 3 namely Executive Engineer, Madhyanchal Vidyut Vitran Nigam Limited, Raebareli, and Sub Divisional Officer, Madhyanchal Vidyut Vitran Nigam Limited, Raebareli, respectively to ensure that the Electricity connection is given to the petitioner within a period of four weeks' from the date of deposit of the estimated cost by the petitioner.
