[2] At the outset, learned senior counsel appearing for the petitioner submitted that the present writ petition can be disposed of by issuing a simple direction to the Director, (SIRD/ RD & PR), Manipur to consider the representation dated 28-02-2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rules and dispose of the same by issuing a speaking order within a stipulated period. [4] Taking into consideration the submission advanced by the learned counsel appearing for the parties, this Court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The Director, (SIRD/ RD & PR), Manipur is directed to consider the representation dated 28-02-2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rules and dispose of the same by issuing a speaking order. (ii) It is made clear that the whole exercise should be completed within three months from the date of receipt of a certified copy of this order.
