The instant writ petition was filed way back in the year 2015 for grant of following reliefs: (a) Seeking declaration that the action of the respondent authorities for evicting the street vendors/hawkers from “Mangla Hat” at Sakchi, Jamshedpur as illegal in view of the mandatory provision contained in Section 3(3) of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 (in short, “the Act, 2014”), which provides that no street vendors shall be evicted or re-allocated till survey has been completed or certificate of vending shall be issued

to all street vendors. (b) For issuance of direction upon the respondent authorities to immediately hold a meeting of Town Vending Committee and to take appropriate decision for rehabilitation of the street vendors of “Mangla Hat”, Sakchi, Jamshedpur. (c) For issuance of direction upon the respondents to immediately conduct survey in terms of the provisions of Section 3(3) of the Act, 2014. 2. The respondent no. 4 – the Special Officer, Jamshedpur Notified Area Committee (JNAC) has filed a counter affidavit on 20.08.2025, paragraph nos. 9, 10 & 11 of which are reproduced hereinbelow:
“9. That, it is humbly stated and submitted that the Authority concerned have already proceeded dutifully and seriously for selection of suitable places for rehabilitation of Hawkers and Street Venders, and have also taken several other measures for facilitating street hawkers and street venders and such other small business men either for loans, or to cover them under other Government Schemes, ‘Yojna’ or ‘Surakchha Yojna’. They have been helped by providing ration cards- usable in any part of India and also ID Cards. 10. That, it is humbly stated and submitted that the respondent authorities had taken following steps in the instant matter for the benefits of the street hawkers- (a) Through ‘Yojna – PM-Swanidhi’, which is sub-project (Ghatak Yojna) of “Day- Nulm,” organized and convened

by the “Nagar Vikash and Awas Vibhag of Nagariya Prashasan Nideshalay”, loan facility has been provisioned. (b) Under the scheme, loan from Rs.10,000.00/- to Rs.50,000.00/- are provided. Up till now, 3476 street venders have been provided loans of Rs.10,000.00 each. (c) Under the said scheme, 631 street venders have been provided loan of Rs.20,000.00/-. (d) Under the said scheme, loan of Rs.50,000.00 has been provided to 10 street venders.
(e) Total 3392 street venders were brought under the coverage of PM Surakchha Yojna, under the umbrella of project (‘Samridhi Yojna’, running as Yojna under ‘PM Swanidhi Yojna’). (f) Total 2629 street venders were added to ‘PM- Jeevan Jyoti Bima Yojna’. (g) Total 504 street venders were added under the Schemes of – One Nation One Ration Card Yojna. (h) Total 381 street venders have been brought under the coverage and added to the scheme of – ‘PM Jandhan Yojna’. (i) Total 5 street venders have been brought under the coverage of “Janani Surakchha Yojna.” (j) ID Cards and Certificate of vending as street venders have been provided to 3673 street venders. 11. That, it is humbly stated and submitted that on ‘Sairat’ Land and land leased to TATA Steel, in several areas in Jamshedpur have been demarcated in the area- Sonari, Dhatkidih, Kadma near Jublipark, Sakchi for creating Vending Zones.”

Since the respondents have taken effective steps to implement the Act, 2014, we are of the considered view that this writ petition, which was treated as Public Interest Litigation, has achieved its purpose. 4. The present writ petition is accordingly closed as no further directions are required to be passed in the same. 5. The pending interlocutory application(s), if any, also stands
disposed of.
