Irfan Siddiqui, learned counsel for the petitioner and Sri Arun Kumar Pandey, learned Additional Government Advocate for the State. 2. By means of this writ petition, the petitioner has prayed for the following reliefs:- "(i) to issue a writ, order or direction in the nature of mandamus commanding the opposite parties thereby directing the opposite party No.2 to pay the compensation to petitioner under the Uttar Pradesh, Rani Lakshmi Bai Mahila Samman Kosh Rules, 2015, in the interest of justice. (ii) to issue a writ, order or direction in the nature of mandamus commanding the opposite parties thereby directing the opposite parties to recommend the case of the petitioner, who is victim of rape and was also minor for the release of the payment under the Uttar Pradesh, Rani Lakshmi Bai Mahila Samman Kosh Rules, 2015, in the interest of justice." 3. The petitioner is a victim of a sexual crime. She has approached the authorities to get compensation under Rani Laxmi Bai Mahila Evam Bal Samman Kosh, 2015 which is an initiation of Women and Child Welfare Department, Government of Uttar Pradesh. The said Kosh is governed by the Uttar Pradesh Rani Laxmi Bai Mahila Evam Bal Samman Kosh Rules, 2015. 4.The Rani Laxmi Bai Mahila Evam Bal Samman Kosh inter alia provides to Versus Counsel for Petitioner(s) : Anjum Ara, Mohammad Irfan Siddiqui Counsel for Respondent(s) : G.A. Victim X, In Fir No. 0016/2025, Thru. Her Father .....Petitioner(s) State Of U.P. Thru. Prin. Secy. Women Welfare Deptt. Lko. And Another .....Respondent(s) ensure monetary, medical relief, including reconstructive surgeries to women/girl child who are victims of heinous crimes, as well as educational assistance to the victims and their minor children and to provide medical and educational assistance for women/girl child who may not be directly victims of heinous crimes but require critical social and economic empowerment. 5. There is no dispute that it is a beneficiary Scheme, therefore, any delay of disbursing the sanctioned amount to the beneficiary is against the very purpose of the said Scheme. 6. Therefore, without entering into merits of the issue, we hereby dispose of finally this writ petition at the admission stage giving liberty to the petitioner to prefer a fresh representation to the opposite party No.2 i.e. the District Steering Committee through its Chairman/ District Magistrate, Lucknow taking all pleas and grounds which are available to the victim enclosing therewith the copies of all relevant documents which are necessary for disposal of such representation/ application including the similar orders having been passed in a similar matters within a period of fifteen days from today and if such representation/ application is filed, the authority concerned is directed to consider and dispose of the representation/ application of the petitioner with expedition preferably within a period of six weeks from the date of production of a certified copy of this order along with representation/ application. If there is no legal impediment and the victim is entitled for compensation the compensation may be paid to her, strictly in accordance with law. 7.
