Pursuant to the order passed by this Court, the Commissioner (Home), Government of Manipur, Notification dated 14.02.2025 has been issued by constituting the Joint Committee for the purpose of providing free flow of vehicles and to avoid any obstruction/blockade in future in two National Highways Imphal-Dimapur (NH-2) and Imphal-Jiribam (NH-37) with the following members :- SHAMURAILATPAM SUSHIL SHARMA Digitally signed by SHAMURAILATPAM SUSHIL SHARMA Date: 2025.02.19 10:47:42 +05'30' P a g e | 2 1. Representative of AR/Army Member 10. Representative of Transporter’s or Drivers’ Association Member The terms of reference of the Committee is as follows : i. To review movement of vehicles and passenger and security issues related to the same on weekly basis; ii. To resolve local issues which could lead to NH obstruction; iii. To co-ordinate with all stakeholders to maintain free flow along the NH in respective district; iv. To take up necessary preventive and precautionary for ensuring safety and security of all commutes along the NH; v. To appraise relevant issues to State Government to bring earliest settlement without delay; vi. To report to Home Department on monthly basis or as frequently as required on need basis; vii. To create awareness amongst general mass about the importance of maintaining normal movement along NH; viii. To take up Confidence Building measures on regular basis in this regard; and ix. To co-opt any member as and when required. The said copy of the Notification dated 14.02.2025 is filed before this Court. This Court will appreciate the State Government for issuing the said P a g e | 3 Notification dated 14.02.2025 for taking immediate action in compliance of this Court’s order dated 20.01.2025 to constitute the Joint Committee for monitoring the aforesaid free flow of vehicles and for providing adequate security to the concerned vehicles in compliance with the interim direction passed by this Court on 04.12.2024. In view of above, we are of the view that the order passed by this court is complied with by the respondents. Therefore, the Contempt Petition is accordingly disposed of. However, liberty is granted to the petitioner to seek appropriate remedy afresh, if necessary. It is also made clear that the said direction in the contempt petition is only in respect of the compliance of the interim direction passed by this Court on 04.12.2024. JUDGE CHIEF JUSTICE Sushil
