Without going into the merits of the contention, the present petition is disposed off directing the respondent no.3 to take decision on the application filed by the petitioner on 14.09.2023 in accordance with law with all expedition preferably within a period of three months from the date of presentation of a certified copy of this order. 4. The petitioner would be at liberty to file a fresh application along with the copy of this order.
