Mr. Harendra Belwal, learned counsel for the petitioner. 2. Mr. Rajeev Singh Bisht, learned Additional C.S.C. for the State of Uttarakhand. 3. According to petitioner, she was appointed as PTA Teacher in Hindu National Inter College, Dehradun w.e.f. 01.04.2015. It is further her case that Chief Education Officer, Dehradun had granted approval for payment of honorarium of ₹10,000/- p.m. from State Exchequer, vide letter dated 01.12.2023, however, the amount, as approved by Chief Education Officer, is not being paid to her. 4. By means of this writ petition, petitioner has sought the following reliefs: - (i) Issue a writ, order or direction in the nature of mandamus commanding the respondents to release the amount of honorarium in favour of the petitioner, on the post of Assistant Teacher (PTA Teacher) @ 10,000/ - w.e.f. 01.12.2023, as recommended by respondent no. 7 (Annexure No. 13 to the writ petition). (ii) Issue a writ order or direction in the nature of mandamus commanding the respondent no. 2, to take decision on the application moved by the petitioner dated 15.10.20215 (Annexure No. 14 to this writ petition). 5. Learned counsel for the petitioner submits that petitioner has made a representation on 15.10.2025 to all 2025:UHC:9807 concerned Authorities, who may be directed to take decision thereupon. 6. Learned State Counsel submits that Director, School Education would be the Competent Authority to take decision, therefore, petitioner be permitted to make representation to Director. 7. The writ petition is, accordingly, disposed of with liberty to petitioner to make representation to Director, School Education, within ten days from today. If she makes representation within stipulated time, Director, School Education shall take decision in the matter, after calling comments from Chief Education Officer and also after summoning the relevant record from the Committee of Management of the concerned College, within four months from the date of presentation of such representation. If petitioner is found eligible for honorarium from State Exchequer, the same shall be released, within two weeks from decision taken by the Director, School Education.
