The present petition has been filed challenging an order dated 22.07.2025 whereby, the request of the petitioner for imparting the training of Bharat Scout and Guide has been rejected. 3. The contention of the Counsel for the petitioner is that the reasons assigned were confronted with the petitioner. It is claimed that a Memorandum of Understanding (MoU) is executed in between the petitioner and the Government of Uttar Pradesh, which is on record as Annexure4 to the writ petition, and the observations have been made contrary to the MoU. 4. Irrespective of the contention, the facts remain that the order impugned has been passed without affording an opportunity of hearing and the same is liable to be set aside. 5. The order further cannot sustain as the order impugned has been passed by the same person, who is the signatory to the MoU. 6. In view of above, the impugned order dated 22.07.2025 is set aside. The writ petition is allowed. 7. The respondents are directed to pass fresh orders after taking into consideration the MoU expeditiously preferably within a period of two weeks from the date of presentation of a certified copy of this order.
