We have already elucidated the law on the subject as to how the certificates in this regard are to be issued vide our detailed judgment dated 28.05.2025 passed in a bunch of writ petitions, wherein leading writ petition is Writ C No.718 of 2025 (Anil Kumar vs. State of U.P. and 3 Others), therefore, we dispose of this writ petition in terms of the said judgement with a direction to the Competent Authority to consider issuance of the certificate to the petitioner in the light of our judgement referred hereinabove, but with expedition, say, within three weeks from the date of a certified copy of this order is submitted. It is open for the petitioner to apprise the Competent Authority about the correct facts and the criminal case, wherein, according to him, the final report has already been filed and whether it has been accepted or they may get the facts verified. .
