Vide order dated 27.03.2003, the services of the petitioner were dismissed against which an appeal was preferred by the petitioner before the statutory Appellate Authority, however the same was rejected vide order dated 18.11.2010. The original punishment order as well as appellate order was assailed by the petitioner by way of filing second appeal in the form of revision before the Second Appellate Authority, however, the same was also rejected in the month of January, 2013. 2. It appears that the petitioner was sitting over the matter and did not bother to assail the aforesaid orders before this Court or any Competent Court for a good number of 12 years [2025:RJ-JP:5011] (2 of 2) [CW-7171/2023] approximately. Now all of a sudden the petitioner has woke up and approached this Court without giving any justified reasons for approaching this Court after such a belated stage. 3. This petition suffers from delay and latches and accordingly, the same is hereby dismissed on this count alone. 4. Stay application and all pending application(s), if any, also stand dismissed.
