The date of making such complaint is indicated as 6.11.2025. (3) Learned State Counsel submits that petitioner has not made complaint to the appropriate authority. Learned Counsel for the petitioner submits that petitioner be directed to make complaint to competent authority. (4) Writ petition is, accordingly, disposed of with liberty to the petitioner to approach the competent authority by making a complaint in terms of Uttarakhand Municipal Corporation Act, 1959. If petitioner makes fresh complaint to the competent authority within ten days from today, decision thereupon shall be taken within six months thereafter. (5) It goes without saying that person likely to be affected by the decision to be taken on petitioner’s complaint, shall also be given opportunity of hearing.
