The learned counsel appearing for the petitioner submitted that the respondents are removing gravel from a nearby pond, which can be used to level the track. Instead of utilizing the same, the respondents have removed it for some other use. 3. In view of the aforesaid submission, this Court has suo motu impleaded the Block Development Officer as the 4th respondent. 4.
