Mr. Mohit Kumar, Advocate, for the petitioners. Mr. Rajeev Singh Bisht, Additional CSC, for the State. (2) Petitioners are serving as Parayavaran Mitra in Nagar Nigam, Haridwar allegedly since last more than 15 years. According to petitioners, even though they are serving continuously to the satisfaction of all concerned and the work and post are perennial in nature, however their prayer for regularisation is not being considered. By means of this writ petition, petitioners have sought the following relief: “i) Issue a writ, order or direction in the nature of Mandamus directing respondents to forthwith regularize the services of the petitioner on the post of ‘Paryavaran Mitra/Safai Karamchari’ pursuant to Regularization Rules, and also considering one time settlement for regular posting as approved by State Government, petitioners further prays for a direction to the respondents to grant Minimum of Regular Pay Scale along with Dearness Allowances of the post of ‘Paryavaran Mitra/Safai Karamchari’ on the principle of equal pay for equal work (as revised from time to time). (3) Learned Counsel for the petitioners submits that State Government has framed rules for regularisation of State employees, which are also applicable to Nagarpalikas, therefore petitioners have earned a right to be considered for 2025:UHC:9905 regularisation under the said rules. He submits that competent authority be directed to consider petitioners’ claim for regularisation in terms of the aforesaid rules. (4) Learned State Counsel submits that he has no objection if the writ petition is disposed of in terms of the prayer made by learned Counsel for the petitioners. (5) Accordingly, writ petition is disposed of with a direction to Municipal Commissioner, Nagar Nigam, Haridwar to examine petitioners’ claim for regularisation and if it is found that they are eligible to be considered for regularisation in terms of the regularisation rules framed by the State Government, then Municipal Commissioner shall constitute a Regularisation Committee, within three weeks from the date of presentation of the certified copy of this order, which shall consider the name of petitioners and take decision within four months from the date of constitution of such committee.
