The petitioner has challenged the blacklisting order 23.06.2025 and its consequential communication dated 26.06.2025. These orders are the subject matter of challenge in earlier writ petitions bearing Writ C No. 6285 of 2025 and Writ C No. 6589 of 2025 filed by other petitioners, who are also blacklisted along with the petitioner herein and this Court vide judgment dated 23.07.2025 quashed the said orders on the ground that they were in gross violation of principle of natural justice and the law declared by Hon'ble Supreme Court on the subject matter. In this case, in addition to what has already been decided, it is submitted that the orders in fact are without jurisdiction and also that there are some mandatory provision and certain other grounds are also sought to be raised. We do not wish to go into these questions as the orders impugned in the petition are liable to be quashed for the reasons already given in our judgment dated 23.07.2025, subject to liberty to the concerned opposite party to proceed afresh against the petitioner, if there is a cause and if he has the jurisdiction to do so. As and when a notice is issued to the petitioner proposing action of blacklisting if it is so, it shall be open for the petitioner to take all possible objections to the same, which shall be considered. The blacklisting order dated 23.06.2025 and communication dated 26.06.2025 are quashed. The writ petition is allowed accordingly. The District Magistrate, Unnao shall communicate our order to all the District Magistrates of the State to whom he had communicated the blacklisting order so that, no further hardship is caused to the petitioner on account of the order, which we have already quashed and also take remedial measures on GeM portal, subject to the liberty granted herein-above.
