Respondent/s BEFORE HON’BLE MR. JUSTICE A. GUNESHWAR SHARMA Order 20.01.2026 [1] Present Mr. Mayonkui Ngalung, learned counsel for the petitioner, Mr. S. Niranjan, learned G.A. for the State respondent and Mr. Anjan Prasad Sahu, learned counsel for respondent No. 3 (NHIDCL). [2] It is submitted that NHIDCL was not a party in the mediation. The mediation was arrived between the petitioners and the State respondent and by the mediation settlement, it was agreed to implement the reference letter dated 10.11.2023 issued by the Deputy Commissioner, Ukhrul within one month. Mediation report is reproduced as: “SETTLEMENT AGREEMENT/MEDIATION REPORT Imphal, the 16 January, 2026 This Settlement Agreement is entered into BETWEEN Mr. AS. Focus and the 9 Ors. -AND- The Deputy Commissioner /Competent Authority for Land Acquisition (CALA), Ukhrul District, P.O & P.S-Ukhrul, Manipur- 795142 represented by SDC, Ukhrul. WHEREAS 1. The First Party filed Writ Petition (C) No. 604 of 2025 with MC (WP(C) No.627 against the Second Party and 2 Ors before the Hon'ble High Court of Manipur. The said Writ Petition (C) No. 604 of 2025 was referred to the High Court of Manipur Mediation Centre vide Notification dated 01.12.2025. 2. The High Court Legal Services Committee, High Court of Manipur has appointed the undersigned Smt. Irom Bimola Devi, Advocate as Mediator for conducting mediation in connection with Writ Petition (C) No. 604 of 2025 with MC (WP(C) No.627 3. The parties hereto confirm and declare that they have arrived at this Settlement Agreement voluntarily, and of their own free will, in presence of their respective counsels and the Mediator. 4. The following Settlement has been arrived at between the Parties hereto: "To implement the letter dated 10/11/2023 with reference No. 10/179/2021 Rev.(ARB)UKL)/0612 referred to the Arbitrator, by the Deputy Commissioner, Ukhrul which is annexed at Annexure-A/4 in the above Writ petition to initiate within 1(one) month." 5. By giving consent to this Settlement Agreement all the disputes have been amicably settled by the Parties hereto through the process of Mediation.” [3] In terms of the mediation settlement, the writ petition is closed.
