The 1st respondent is strictly directed to issue notice to the individual respondents. Without notice to the parties, the survey shall not be conducted. The said exercise shall be completed within a period of 12 weeks from the date of receipt of a copy of this order. 4. With the above said observations, the writ petition is disposed of.
